Throughout the State of Alabama, all taxable Real and Personal property, with the exception of Public Utility property, is assessed on the local level at the county courthouse with the county assessing official. The lien date for taxes is October 1 and taxes are due the following October 1.
The Revenue Commissioner is responsible for determining property value, based on guidelines set by the Alabama Department of Revenue, which must, by law, be set according to fair and reasonable market value. Market value represent the value of the property as if it were sold in an arms length transaction between a willing buyer and a willing seller, neither being under pressure to buy or sell.
The Assessement Department is responsible for assessing property and helping property owners claim proper tax exemptions. State Legislature establishes several assesment ratios by property class. For instance Class I properties are assessed at 30%, Class II at 20% and Class III at 10%.
Baldwin County provides taxpayers with several types of exemptions which may lower the property's tax bill. These are deducted from the assessed value to give the property's taxable value.
