The State of Arizona uses two types of property values for taxation purposes: the full cash value also known as the secondary and the limited value also known as the primary.
The Full Cash Value (FCV) or Market value of all real property in Arizona is the starting point for determining taxable value. It is the value placed on the property by the Assessor, obtained by adding the full cash value of the land to the full cash value of the buildings on the land.

The Limited Property Value (LPV) is determined by applying a statutory formula for a specific tax year. The limited value may increase by either 10% of the previous year's value, or 25% of the difference between the current year's secondary value and previous year's limited value, whichever is greater. In no event should the limited value exceed the full cash value.

Assessed Full Cash Value is determined by multiplied the Full Cash Value with the assessment ratio. The assessment ratio varies according to property type and use.

The assessed value derived from the limited value is the basis for computing primary tax for the maintenance and operation of school districts, cities, community college districts, counties, and the state. The assessed value derived from the full cash value is the basis for computing secondary tax for bonds, budget overrides, and special districts, such as fire, flood control, and other limited purpose districts.
Property tax is calculated by adding the primary and the secondary tax amounts that result from multiplying the taxable value with the coresponding tax rates, and is an estimate of what an owner not benefiting from tax exemptions or deductions would pay.
