The California Constitution mandates that all property is subject to taxation unless otherwise exempted by state or federal law. Proposition 13, enacted in 1978, forms the basis for the current property tax laws.

Market Values

The Madera Treasurer & Tax Collector determines the market value of a property, also known as full cash value or fair market value, which represents the amount for what a property would sell in a competitive and open market, presuming that both buyer and seller are knowledgeable about the sale, allow sufficient time for it, and are not affected by undue pressures (e.g. foreclosures and bankruptcy)

Land value $20,523
Structure value + $90,677
Total market value = $111,200

Assessed Values

Property taxes are based on the assessed value of the property. Assessed values are calculated based on market values using a predetermined ratio. This ratio is currently set to 100% for Madera County. The assessed value for most property taxed is the prior year's assessed value adjusted for inflation up to 2 percent. However, if there has been a change in ownership or completed new construction, the new assessed value will be the market value of the property as of the date that if changed ownership or was newly constructed.

Assessed value $111,200

Exemptions and Taxable Value

Taxable value represents the assessed value less any tax deductions that apply. Madera County provides several property exemptions that may lower the property's tax bill.

Assessed value $111,200
Homeowner exemption - $7,000
Taxable value = $104,200
