The New Castle County Assessor establishes the appraised value or market value for all taxable real property within the county. Market value is defined as the price that a piece of property will bring in a fair voluntary sale between a willing seller and a willing buyer, with neither being under any duress to either buy or sell.
Assessment is the foundation upon which taxing authorities determine the amounts of property taxes to be paid on a property.
