Property Tax

Property tax in North Carolina is a locally assessed tax, collected by the counties. For almost all components of the property tax, Jan. 1 is the tax lien date: property owners are taxed by the counties in which the properties they own at that date are located. North Carolina law requires each county to reappraise real property (land, buildings and other improvements) at least every eight years. However, the law also allows counties to revalue more frequently at their discretion.

Market Value

Cumberland County is required by law to appraise real property uniformly at its true market value (also called appraised value). This is "the price estimated in terms of money at which the property would change hands between a willing and financially able buyer and seller, neither being under any compulsion to buy or sell and both having reasonable knowledge of all the uses to which the property is adapted and for which it is capable of being used".

Assessed Value

Assessed values are the values on which property tax is calculated. They are obtained by multiplying market values by an assessment ratio, which in Cumberland County is currently 100%, making them the same as market values.

Property tax is calculated by multiplying the total assessed value, minus tax reductions, by the total tax rate, and then subtracting fixed-amount taxes.

Three types of tax reduction are available in Cumberland County that may reduce this property's assessed value: Homestead Exclusion, Disabled Veterans Exclusion and Homestead "Circuit Breaker".
