Louisiana does not have a statewide property tax. The property tax is a local tax imposed by local government taxing districts (e.g. school districts, municipalities, counties) and administered by local officials.
Market value has been defined by The Supreme Court as the sale price of real estate as agreed upon between a willing buyer and willing seller, with neither being under duress to buy or sell.
Assessment is the basis upon which taxing authorities tax a property. In Louisiana, the assessed value is determined as a percentage of fair market value and taking into consideration the classification of the property subject to taxation. Louisiana Law dictates that all Land - commercial and residential - is assessed at 10% of market value. Residential buildings are assessed at 10% and Commercial buildings are assessed at 15% of market value.
Taxable value represents the assessed value less any tax exemptions that apply. Several exemptions are available in the East Baton Rouge Parish that may lower the property's tax bill.
Property tax is calculated by multiplying the taxable value with the corresponding millage rates. The rates are expressed as millages (i.e the actual rates multiplied by 1000).
