Proposal A (1994), the main legal document regarding property taxation in the State of Michigan, mandates that tax calculation is based on two main factors: Taxable Value (TV) and State Equalized Value (SEV). More information regarding property taxes in Michigan can be found on the property tax presentation website.
The Ingham County Department of Equalization, Property Description and Mapping establishes the true cash value also known as market value, for all taxable real property in the county. Market value has been defined by The Supreme Court as the sale price of real estate as agreed upon between a willing buyer and willing seller, with neither being under duress to buy or sell.
The State Equalized Value, also known as assessed value is determined by the local assessor, based on the property's condition on December 31 of the previous year and is calculated using an assessment ratio set by the State Legislature. Currently, the assessment ratio applicable for real estate property in Ingham County is 50%.

The State Equalized Value(SEV) is determined by applying an adjustment factor to the assessed value by the State Tax Commission. This is done for bringing the total valuation across counties closer to the 50% level.
For calculating property taxes is used the taxable value. The taxable value represents the value capped at the rate of inflation or 5%, whichever is less. Because of the fact that the true cash value rise faster than the rate of inflation, the taxable value will result below SEV. However, if a property is transferred, the following year's SEV becomes the property's taxable value.
Property tax is calculated by multiplying the taxable value by the corresponding millage rates and is an estimate of what the present owner would pay. Actual taxes might differ from the figures displayed here due to various exemptions, abatement and financial assistance programs.
