Property Tax Calculation
Property tax in North Carolina is a locally assessed tax, collected by the counties. The State Department of Revenue is responsible for listing, appraising and assessing all real estate estate within the counties. State legislation requires each county to reappraise real property, land, buildings and other improvements, at least once every eight years. However, it also allows them to revalue more frequently at their discretion.
Market Value
The Franklin County Revenue Department establishes the appraised value, also known as market value, for all taxable property within the county. Market value has been defined by The Supreme Court as the sale price of real estate as agreed upon between a willing buyer and willing seller, with neither being under duress to buy or sell.
Assessed Value
Property tax is based on the assessed value of the property, which is calculated based on market value and a predetermined ratio. North Carolina General Statutes require that real estate be assessed at 100% of its market value as of January 1 of each reappraisal year.
Exemptions and Taxable Value
Franklin County provides taxpayers with several types of exemptions, including elderly of disabled exemptions, circuit breaker tax deferment program and disabled veteran exclusion which may lower the property's tax bill. These are deducted from the assessed value to give the property's taxable value.
