Property Tax Calculation
The Oregon State does not have a statewide property tax. Property taxes are primarily managed and collected through the individual counties. The Department of Revenue provides oversight and assistance to the counties by establishing general guidelines and administrative tools. The property types taxed in the State of Oregon are real estate property and personal property.
Market Value
The Washington County Assessor establishes the market value for all taxable real property within the county. Market value has been defined by The Supreme Court as the sale price of real estate as agreed upon between a willing buyer and willing seller, with neither being under duress to buy or sell.
Assessed Value
The second step is determining the property's assessed value, which is calculated using the method introduced by Measure 50 (1996). For properties built before 1996, Measure 50 limited the annual growth of their assessed values to 3% per assessment. For new property (for example, newly constructed homes), assessed value is calculated as the market value of the property multiplied by the assessment ratio (which currently is 90% for real estate property and 100% for personal property).
Exemptions and Taxable Value
The State of Oregon offers various defferal programs and exemptions and a variety of exemptions, which may lower the property's tax bill. These are deducted from the assessed value to give the property's taxable value.
