Property Tax Calculation
The State of Arizona law provides authority for the valuation and taxation of real and personal property to fund local government budgets, schools, community colleges, and special taxing districts. The Arizona property tax system is administered jointly by the Arizona Department of Revenue.
Full Cash Value
The Full Cash Value (FCV), also referred to as a property's market value, is the starting point for determining taxable value in Arizona. The county assessor determines the FCV using standard appraisal methods and techniques to estimate the value of the land and any improvements, such as buildings or structures. If applicable, taxable personal property may also be assessed separately.
Limited Property Value
The Limited Property Value (LPV) is the value used to calculate most property taxes in Arizona. The LPV is calculated using a statutory formula established by Arizona law and is designed to limit large increases in taxable value from year to year. In most cases, the LPV may increase annually by a limited percentage and cannot exceed the property's Full Cash Value. Certain changes to a property, such as new construction, demolition, or a change in use, may result in a different LPV calculation method being applied.
Assessed Value
The assessed value is the taxable value of a property used to calculate property taxes. In Arizona, it is determined by applying a state-set assessment ratio to the property's Full Cash Value or Limited Property Value, depending on the property classification. Under Proposition 117 and Arizona Revised Statutes ยง 42-13301, the LPV generally cannot increase by more than 5% annually and may not exceed the property's Full Cash Value (FCV), which represents market value.
Assessed Limited Value is calculated by multiplying the property's Limited Property Value (LPV) by the applicable assessment ratio established by Arizona law.

The property tax is calculated by multiplying the property's assessed value by the applicable primary and secondary tax rates and represents an estimate of the amount a property owner would pay without any exemptions.
