Property Tax Calculation
Property taxes are the primary source of funding for local government services in Illinois. Taxing districts, including school districts, municipalities, counties, park districts, libraries, and other local agencies, determine the funding required to provide those services. Each property's tax bill is based on its proportionate share of the total taxable value within the applicable taxing districts.
Market Value
In Cook County, market value, also known as fair cash value, is determined by the local assessing authority and represents the price a property would most likely sell for in a competitive and open market between a willing buyer and a willing seller, with neither party under any compulsion to buy or sell.
Assessed Value
The assessed value is the value assigned to a property for property tax purposes. In Cook County, it is calculated by multiplying the property's estimated fair market value by the applicable assessment ratio, which is 10% for residential properties and 25% for commercial and industrial properties.
Tax Equalization Factor
The Illinois Department of Revenue is required by law to calculate a Tax Equalization Factor, also known as the multiplier, to achieve uniform property assessments throughout the state. After the Department certifies the final equalization factor, the Cook County Clerk applies it to the property's final assessed value, as determined by the Assessor and modified by the Board of Review. The resulting value is called the Equalized Assessed Value (EAV). The EAV is the property's taxable value before any applicable exemptions are applied.
