Property Tax Calculation
Title 59 - chapter 2 from the Utah Code/Constitution contains all provisions for levying and collecting taxes on both real and personal property. The County Assessor is the official who is responsible for evaluating all property at its respective fair market values for the purpose of taxation.

Annually, the County Assessor determines fair market value for residential, commercial, and other taxable property. Fair market value, or simply market value, is the amount a property would sell in a competitive and open market, presuming both buyer and seller are knowledgeable about the sale, allow sufficient time for it, and are not affected by undue pressures (e.g. foreclosures and bankruptcy).
