Property Tax Calculation
Proposal A (1994), the constitutional amendment that established Michigan's current property tax system, provides that property taxes are calculated primarily based on a property's taxable value, while the State Equalized Value (SEV) serves as an assessment benchmark and plays an important role in determining taxable value, particularly when ownership is transferred.
Market Value
The Berrien County Equalization Department establishes the true cash value also known as market value, for all taxable real property in the county. Under Michigan law, it is generally based on the price a willing buyer would pay and a willing seller would accept in an open market transaction, with neither party being required to buy or sell.
Assessed Value
The State Equalized Value (SEV) is the property's Assessed Value after county and state equalization reviews. The local assessor determines the assessed value based on the property's condition as of December 31 tax day of the previous year. Under Michigan law, property is generally assessed at 50% of its market value.
Exemptions and Taxable Value
Exemptions are available in Berrien County which may lower the property's tax bill. These are deducted from the property's assessed value to give the property's taxable value.
