Property Tax Calculation
Proposal A (1994), the main legal document regarding property taxation in the State of Michigan, mandates that tax calculation is based on two main factors: Taxable Value (TV) and State Equalized Value (SEV).
Market Value
The County of Washtenaw Equalization Department establishes the true cash values also known as market values, for all taxable real property in the county. Market value has been defined by The Supreme Court as the sale price of real estate as agreed upon between a willing buyer and willing seller, with neither being under duress to buy or sell.
Assessed Value
The assessed value is determined by the local assessor, based on the property's condition on December 31 of the previous year and is calculated using an assessment ratio set by the unktype: get_assess_ratio_link. Currently, the assessment ratio applicable for real estate property in unktype: get_county_name is 50%.
Taxable Values and Exemptions
The taxable value cannot be greater than the assessed value and it can only increase each year by the rate of inflation or 5%, whichever is less (excluding new construction). Also a wide variety of property tax exemptions and deferment programs are available in The State of Michigan, which may lower the property's tax bill.
Property Tax
Base tax is calculated by multiplying the assessed value by the millage rates and is an estimate of what an owner NOT benefiting from tax exemptions or deductions would pay.
