Market Value
The estimated worth of a property as determined by the NYC Department of Finance, based on factors such as size, location, property type, and, where applicable, income potential, in accordance with New York State guidelines.
Assessed Value
A property's assessed value represents the portion of its market value used to calculate property taxes, determined by an assessment ratio based on tax class. Class 1 properties are assessed at 6% of market value, while classes 2, 3 and 4 are assessed at 45%.
Transitional Value
To protect property owners from sharp increases in property taxes, the city phases in changes to assessed value over five years, applying 20% of the increase annually. Each year, both the actual assessed value and a transitional (phased-in) value are calculated,and the lower of the two is used to determine the tax bill. However, any physical improvements to the property are fully assessed immediately and are not phased in.

The current tax is calculated by multiplying the taxable value by the applicable tax rate. The City may also grant tax abatements to certain properties, which are subtracted directly from this amount. The resulting amount reflects the tax payable by the property owner.

Tentative Values
Every year in January, the NYC Department of Finance Commissioner publishes the tentative property assessment roll for the current fiscal year. All properties are valued by law according to their condition on the taxable status date of January 5th. Owners who believe that the Department of Finance has used incorrect information to determine their market value may file forms providing corrections. After Finance verifies the complaints, the agency will make any corrections before the final assessment roll is published on May 25. The final roll will also include changes, based on the decisions made by the New York City Tax Commission, an independent City agency, as well as new information Finance gathers about abatements, exemptions and other adjustments. In June, Finance will use the final roll and new tax rates adopted by the City Council to generate property tax bills for the fiscal year beginning July 1st.
