Base Year Values
Under Proposition 13 in Los Angeles, a property is assigned a base year value, which is typically its market value at the time of purchase, change in ownership, or completion of new construction. This base year value serves as the starting point for property tax calculations. The taxable value may increase by no more than 2% per year, creating a factored base year value over time. However, the base year value can be reset due to a change in ownership, new construction (including partially completed construction as of the January 1 lien date), or adjusted downward if the property experiences a decline in market value.
Property Tax Calculation
California law generally requires that all property be taxable unless specifically exempt under state or federal law. Proposition 13, approved by California voters in 1978, established the foundation of the state's current property tax system. Under Proposition 13, real property is generally taxed based on its assessed value, with annual increases in assessed value limited by law unless a change in ownership or new construction occurs.
Assessed Value
The assessed value is the valuation determined by the County Assessor for the purpose of calculating property taxes. Under California's Proposition 13 framework, this value is generally established at market value upon a change in ownership or completion of new construction. In subsequent years, the assessed value may be adjusted annually by up to 2%, subject to inflation limits. If the property's market value declines below its assessed value, a temporary reduction may be applied in accordance with applicable law.
Exemptions and Taxable Value
Taxable value is the assessed property value less any approved exemptions. In Los Angeles County, exemptions such as those for homeowners, veterans, and qualifying nonprofit or religious organizations may reduce the amount of property tax owed. Eligibility requirements and filing deadlines apply.
This property does not benefit from any exemption, therefore the taxable value is equal to the assessed value.
Property Tax
The base tax is calculated by multiplying the property's assessed value by the applicable tax rates and represents an estimate of the amount a property owner would pay without any exemptions.
The current tax is calculated by multiplying the taxable value by the applicable tax rates. The resulting amount reflects the tax payable by the property owner after the application of any exemptions, special assessments or penalties.
2026-2027 Estimated Tax Bill
The estimated tax is calculated based on the assessed value and does not include exemptions. If no changes are made to Los Angeles property tax rules, the estimated tax bill for 2026-2027.
